SCART Output and H/V Sync polarity(4233) |

I have two question
1.In the rear panel,there are two Scart output jack,TV and Monitoring
What's the difference of them.
2.In option menu,we can see the H/V sync polarity item,has the negative and positive option.but when I change the option value,the signal waveform not changed,please tell me the polarity option can active in which video output format?HDMI/Component or ... |
